My Lord:-

With reference to my Despatch No.329 of

October 5th I have the honour to state that, in the

course of an interview with the Grand Secretary Na-

t'ung at his private residence on October 13th, I

drew His Excellency's attention to the unsatisfactory

attitude of the Chinese Government towards British

enterprises, especially railway and wining conues-

sions. I remarked that as we continued to maintain

our uniform policy of friendly assistance and consi-

deration for China's interests there was nothing in

our actions to account for this attitude, the general

hostility of which caused His Majesty's Government

and myself a little perplexity.

The Grand Secretary strongly disclaimed any

feeling of antagonism to British interests on the

part of the Chinese Government and proceeded to give
