The Marquess of Lansdowne presents his compli-
ments to Count de Benckendorff and, with reference to
his note of the 2nd instant on the subject of the dis-
posal of the ammunition seized by the Hong Kong au-
thorities on board the Steamship "Thing Chau*, has the
honour to inform His Excellency that the Governor of
Hong Kong has been authorized by His Majesty's Govern-
ment to hand over the ammunition in question to the
Russian Consul at that port on payment of all expens06
incurred by the Colonial Government, including charges
at the usual rates for warehousing it for the time
during which it has been detained, and also charges
for shipment to Saigon by a steamer,which it is under-
stood
