FOREIGN OFFICE, November 20, 1905.

With reference to previous correspondence respecting the Hankow-Canton Railway Concession, I am directed by the Marquess of Lansdowne to state for the information of the Secretary of State for the Colonies, that on the 5th instant the French Embassy suggested that the understanding in regard to Anglo-French financial cooperation in China should be extended to the Hankow-Canton line.

The question would, it was believed, be brought up at the General Meeting of the Chinese Central Railways Limited, which was to take place on the following day, and as the Company represent the Anglo-French financial combination in the matter of Chinese railways, they would be in a favourable position to take up the Hankow-Canton railway business. This view was shared by the French and by the majority.

Chinese Central Ratings will be held on to 90% by French & British equally and 100% by the Belgians. If the Americans do come in, the proportions will apparently be French 42.5%, British 40%, Americans 7.5%, Belgian 10%. The deferred shares will receive half the profits after the ordinary shares have been paid their nominal value.

The position at present seems to be that each several powers can block the projects of the others. The extension of the understanding as proposed will convert the rivals from disputants into allies in respect of this line.

On Monday, I think those in favour are right. I will see that Sir I. Nathan can half telegraph in sense 2012.
