THE Under-Secretary of State for India presents his compliments to the Under- Secretary of State for Foreign Affairs, and, by direction of Mr. Secretary Brodrick, forwards herewith, for the information of the Secretary of State, copy of inclosure in a letter from the Foreign Secretary to the Government of India, dated the 28th September, relative to the Burmah-China frontier.

LITTON telegraphs, Talifu, the 9th instant :- "Reason to believe that Yünnan Governor-General much alarmed at Thibetan insurrectionary movement. At the present time he will be probably amenable to pressure of Government of India on the subject of northern frontier. May I suggest you put severe pressure on Peking and also Yunnan, requesting Chinese Government should answer without delay whether they accept proposals of the Government of India in view of their obvious inability to maintain order?

The disturbance at Thibetan Yünnan cannot be said to have affected Burmah--Yunnan border. Litton's suggestion is submitted for such action as may be thought expedient.
