I am directed by the Marquess of Lansdowne to

state that his attention has been drawn to the enclosed

extract from the Journal des Fabricants de Sucre* of

the 5th. of July last in which it is stated that a con-

siderable quantity of the 1903-4 sugar crop in the

Philippines is destined for local refineries.

In view however of the large amount of sugar said

to have been so appropriated, it seems to His Lordship

doubtful whether the word "raffineries" in the enclosed

extract is not a mistake for "consommation".

I have to instruct you to report whether any sugar

refineries are now in actual operation in the Philip-

pine Islands, and, if such is the case, as to the ex-

tent of the annual output of refined sugar.

In the event however of there being no refineries
