I have the honour to state that the Viceroy of Canton and M. E. Wicking and M. R. Fraser, to His Majesty's Consul-General at Hankow, signed an Agreement for a loan to enable the Chinese Government to repurchase from the Canton-Hankow Railway Company the railway concession.
These gentlemen ratified the signature of the final agreement for the redemption of the American concession.
