With reference to your telegram of yesterday's date, I strongly recommend that the Government of Hong Kong should support the Viceroy in the manner suggested. I am in communication with the Secretary of State with regard to the easiest and quickest way of giving effect to this proposal.
The Viceroy presses for an early expression of our views. In my opinion, the opportunity should not be missed, both in account of British interests generally and in the forthcoming negotiations.
Money will be required and the Governor has been asked to furnish an estimate of the details he may require, but any details or secret information should be sent to me as a matter of course.
