My Lord:-
I have the honour to forward copy of a report
furnished to me by Mr. Carnegie of an interview which
he had with the Viceroy of Canton on the 16th ultimo.
Your Lordship will observe that Mr. Carnegie
conveyed to His Excellency a message from Sir Matthew
Nathan intimating his desire to make the acquaintance
of the Viceroy and to visit Canton, This overture
was received by the Viceroy in a manner that seems to
indicate no very great eagerness to enter into personal
relations with the Governor of Hongkong.
Your Lordship will remember that Sir Henry
Blake when Governor of the Colony paid a visit to the
Viceroy at Canton and that the result of this friendly
step was not such as to encourage a repetition.
there was any likelihood of the Viceroy returning the
Governor's visit at Hongkong perhaps there would be less

objection, but even in that case it would, I venture to
