With reference to the letter from this Department

of March 14th. last enclosing a copy of the Draft Treaty
between Portugal and China signed at Shanghai on the
11th. November last, I am directed by the liarquess of
Lansdowne to transmit to you herewith, for the consider-
ation of the Secretary of State for the Colonies, a
copy of a Despatch from His Majesty's Minister at Lis-
bon on the subject.
Mr Lyttelton will observe that the Portuguese Gov-
ernment have expressed a desire to receive any observa-
tions in the matter which His Majesty's Government may
like to offer.
Lord Lansdowne would propose to state in reply
that His Majesty's Goverment have observed with satis-
faction that the Portuguese Government have concluded a
