Rangoon, February 20, 1905.
"Taotai wanted to take 100 meu, and reduced to forty after persuasion from me.
I think it is not necessary you should send as many as forty sepoys. Your surveyors will be more numerous than theirs. I think you should send some
Kachins.
"We should stop work about the 1st June if we can begin before the 1st March,” Lieutenant-Governor is sending forty military police, thinking it well to equal Chinese. Arrangements to include four or five Kachin military police in the escort will be made.
