With reference to your letter of the 20th of July respecting the termination of Mr. R.C.Bird's engagement as a Land Surveyor in Hong Kong on the ground that he was not properly qualified for the post, I have the honour to state that Mr. J. Duncan Elliot, the Inspecting Engineer, who recommended Mr. Bird to us, states that he can get very little satisfaction from his references and regrets very much that he was misled as to his capabilities.

2. We do not remember receiving any previous complaint es to the qualifications of candidates selected by Mr.Elliot and we have reason to believe that he usually exercises great care before making his recommendations. He states that he will not make any charge for finding a man in place of Mr. Bird; and in the circumstances, we would not propose to take any further steps in the matter, except to ask that our regrets for the inconvenience caused may be conveyed to the Government of Hong Kong together with those of the Inspecting Engineer.
