I regret the decision to postpone the construction of this reservoir until the year 1907 (vide para. 7. Governor Nathan's despatch dated 6th April 1905 No. 96 Hong Kong). I would respectfully suggest that, even if it be impracticable to undertake the whole scheme at once, it would be well to commence the construction of the outlet tunnel and valve-well. This will be a somewhat lengthy operation. It will not be safe or practicable to raise the main body of the dam great neight, until the tunnel is complete, and capable of carrying off flood-water. It is desirable that this tunnel should be in existence, before the main work of construction

is undertaken. The permanent overflow, on the east of the dam, will only come into operation after the dam has reached its full height.
