I beg to acknowledge the receipt of your letter of the 26th October last, No. 37729/05, forwarding copy
of a despatch from the Governor of Hong Kong relative to
the refunding of fees paid for junks employed in connect-
ion with the contract for the Admiralty Extension Works
at that Port.
2.
In reply, I am commanded by My Lords Commissioners
of the Admiralty to acquaint you that under the terms of
this particular contract the Contractors' plant become s
the actual property of the Admiralty, and as these same
conditions apply to many existing Admiralty Contracts in
other places, My Lords consider that the decision given
by the Secretary of State for the Colonies should be
upheld. It would be very inconvenient to have different
procedure in force at various places under the same
conditions of Contract.
3. In future Admiralty Contracts, however, it will
be arranged that the Contractors' plant does not become
the actual property of the Admiralty, so that no question
of the kind is likely to arise again, and My Lords hope
that this will satisfy the wishes of His Excellency the
Governor.
