sir,

With reference to my letter to your predecessor

of 19th August 1899 (No.73/6) and Commodore Powell's

reply of 22nd August 1899, I have the honour to inform you

that as the Naval Authorities have occupied a site 3,640

square feet less than that paid for, the Colonial Govern-

ment owe them the sum of $1,0

092. I have to inform you

however that the Government is prepared to allow the Naval

Authorities to retain possession of the larger area,

practically up to the road and valley, as shown on the

attached tracing, without premium, upon condition that the

Government shall be at liberty at any time to resume, free

of cost, any portion of the area between the red and

yellow margins, this Government undertaking in such event

to construct such works as may be necessary for securing

the embankment.

2.

I shall be glad to know if this arrangement,

whereby the refund of the sum of $1,092 by the Colonial

Government would of course not be necessary, meets with

your approval.

(The Commodore,

H.M.Naval Yard,

Hong Kong.)

I have &c.

(sd) Henry A.Blake,

Governor &o.
