21st July the Jovernment notified in the Weekly Jezette

that vessels would be allowed to anchor in Junk Bay.

It would appear therefore that after the matter had

once been specially brought to the nocice of the Goverment

no time was lost in meeting the views of the Shipping

Community.

While dealing with the above questions the

general purport of your lesser under reply would appear

to contain a requosb from His Excellency the Jovernor for an expression of opinion from this Chamber as to the manner in which Captain Burned-Lawrence has carried out his duties vis-a-vis the Shipping Community of this Fort.

As you are doubtless aware the Comniblee of the Chamber

is largely composed of representatives of the various ship-

ping interests to be found in HongKong.

Speaking therefore from actual experience this Committee

are in a position to assert that throughout his occupancy

of the position of Harbour Kasser in tia Colony, Captain Barnes-Lawrence has consiscently displayed the greatest

courtesy towards the Shipping Community.

As has already been pointed out, it has been found necessary in che interests of the Community at large to

make certain repulsions for the guidance of the Port

Authorities in order to prevent nuisance or abuses,

Regulacions ave had also from time to time to be

framed to enable the Jovernment co deal with the general

trade of the port and particular reference might be made to those imposed under the terms of the Brussels Sugar

Convention, Dangerous Goods,

strict application on all and every occasion may at times

harase trade with the recult hat, if such a policy were

persisted in, permanent injury would result to the trade
