86198 I have the honour to acknowledge the receipt
of Mr. Lyttelton's despatch No.199 dated the 20th. October,
1905, transmitting for my information a copy of a letter
dated the 9th. of that month in which "The Merchant Shipping
Guild" referred to the way British Shipping and British Mer-
chant Captains were unnecessarily harassed and interfered
with by the authorities at this port.

I now enclose a copy of a letter which, for
the reasons given in its 6th. paragraph, I caused to be
addressed to the Hongkong Chamber of Commerce and also a
copy of the reply received from that body.
