sale independently of the Colonial Government would give
the War Department the power to vest in private individuals
perpetual ownership of land in the Colony without payment
of Crown Rent and that no such ownership has hitherto exist-
ed though of course both the War Department and Admiralty
have themselves rights of perpetual user free of Crown
rent over properties vested in the Secretary of State for
War and Lord Commissioners of the Admiralty respectively.
