When any substantial change is made in the mode of manufacture it has been the subject of corres- pondence; as in this case of the chalk-prepared paper which was introduced in consequence of a report from the Government Chemist in Trinidad showing a mode of cleaning the existing stamps. In such cases we could inform the Colonial governments, and will bear the matter in mind. Varieties in stamps however nearly always proceed from small changes, such as the substitution of one coloured paper for another, which we should not notice.
