Referring to Major-General Sir

William Gascoigne's Despatch No. 474 of the 27th. October,

1902, I have the honour to transmit for your information

the enclosed copy of a report by Dr. Hunter, the Government

Bacteriologist, stating that it has been found after an

extended trial that Chinese Medical Students, though

industrious up to a certain point, are as a class un-

reliable and incapable of undertaking more advanced Bac-

-teriological work except under close and constant super-
