I have examined the accompanying Ordinance, entitled
An Ordinance for raising the sum of Two 1111ion Pounds
by Loan for the purpose of defraying the cost of a
Railway from Kowloon and for other Railway purposes.
and I am of opinion that the Ordinance is one which is not contrary to
t
the Gonernor's Instructions,
This Ordinance authorizee the Governor to raise as
Occasion may require sums not exceeding, in the whole,
Two Million Pounds for the purpose of defnaying the cost
of a Failway from owloon to the frontier and for other
railway purposes.
