With reference to your telegram of the 13th instant.
The Corporation are willing to raise the amount in question at five
per cent on the following conditions:- 1. Guarantee from HongKong or
from the British Government on the same terms as
the HongKong loan.
2. Central Railways to issue loan for the Hupeh section of the Sze-
chuan railway.
3. A private understanding, to be recognised by H.M Covt that the
Corporation will be employed to raise at five per cent commission
tae money for the Canton-Hankop line.
I understand that, pending receipt of your views, the Corporation
will not make this offer.
It is out of the question to give guarantee or recognition required
and in view of conditions of your loan other terms seem objection-
able. I have informed the Corporation that I am transmitting the offer
to you but that I do not regard it with favour.
