TELEGRAM FROM SHANGHAI, OCTOBER 13TH. 1905.

We have received a telegram from C. H. Ross. Have had an

interview with the Viceroy of Hankow who informs us that

according to instructions from Peking he cannot borrow on account

of Canton Hankow Railway but is anxious to provide funds for

immediate redemption Bonds issued by American Company estimated

roughly at £450,000. The Viceroy of Hankow would prefer

further Loan er Loans from the British Goverriment on the same

terms as before and the English Consul at Hankow is telegraphing

to Hongkong Government accordingly. In the event of the

Hongkong Government unwilling at what price can you positively

offer

l and Security the same as the British

Goverme -nt Loan £1,100,000. We suggest consult the Colonial

Office. With reference to foregoing our opinion is the Chinese

Government forced to present attitude with regard to Canton

Hankow Railway by French and Belgian demands and when all

Foreign interests terminated will probably be in a position to

offer business.
