With reference to your call today
we nave received a tel. from the Cov. of .a., stating
that the viceroy has asked for a further loan of 2400,00
to enable nim to redeem Kan-ow Canton railway bonds.
The Gov. states that the viceroy has been negotiating
with the British and Chinese Corporation for this
further loan but that their terms are too high, and Sir
M. Watnan suggests that the Corporation shd. lower
their terms so that they will be somewhat less onerous
than the viceroy can obtain from any foreign source.
It is difficult for the Covt. of d... to arrange
further loan as a loan Ord. nas just been passed by
the Leg. C. and only provides for the 1,100,000.
Will you kindly let us know your views on the matter ?
