Report on Ordinance No. 9 of 1905,
I have examined the accompanying Ordinance, entitled
An Ordinance to amend "the New Territories
Sand Ordinance, 1375"
and I am of opinion that the Ordinance is one which is not contrary to
the Governor's Instructions.
Owing partly to the length of time which elapsed be-
-treen the lodging of claims to lant in the Ter Territories
Dand Court and the issue of Orown Leases for such land, and
partly to the illiteracy of the land owners in the Ner Terri-
-tories it has been found that there are many errors in the
schelulas to such Brown Leases, and it is desired to empower
the Governor, on the advice of the Land Officer, to cancel
