I have exumined the accompanying Ordinance, entitled
An Ordinance to apply a sun not exceeding Five rillion
seven hundred and seventeen thousand two hundrel and
seventy-six Dollars to the Public Service of the year 1903
and I am of opinion that the Ordinance is one which is not contrary to
the Governor's Instructions.
