sum of $4,000 is provided, is a less detailed
enumeration than the decennial one, but is held by the
Principal Civil Medical Officer to be necessary in connec-
-tion with determining for sanitary purposes the distribu-
-tion of the population in the different parts of the City.
It has been customary to take such a census between those
of the first year of each decade. The Mail Bags and Parcel
Posts Receptacles hitherto used by the Hongkong Post
office have been those belonging to other administrations.
This is not in accordance with the Postal Convention nor
convenient, and the item of $3,500 is for the purchase of
our own bags and receptacles. The advisability of improving
the lighting of the entrance to the fairway into the
harbour was brought up on the 3rd. November, 1904, by the
Member of the Legislative Council who represents the
Chamber of Commerce and was supported by the Harbour
Master. The item of $15,400 inserted in the Estimates is
for three light-buoys, of which one will be spare, con-
-structed on a design prepared at Trinity House. The neces-
-aity for accurate reports of all Judgments and of the
Pleadings in important casesy was urged on me by Sir Francis
Piggott as required for the proper administration of
justice and is partly provided for by the item of $2,100
