under way was explained to you in Mr. May'a Despatch No.
231 of the 27th. May, 1904, and in your No. 281 of the 22nd.
September of that year the principle of this legislation
was approved, subject to such modifications as might be
considered advisable in view of the suggestions contained
in the letter from the Board of Trade forwarded by you.
