Viceroy Wuchang states that discrepancy referred to in your telegram of
29th Sept is due to outstanding shares, mostly Belgian. As he Bas no
definite news that these will be surrendered I have proposed dealing with
these latter in a collateral agreement if I am satisfied that all foreign
interests in Canton-Bankow railway will be extinguished thereby.
