In reply to your telegram of October 2nd. Receipt should state that
the sum of £700,000 has been received from the Government of Hongkong
in accordance with and subject to the conditions of the agreement signed
at Wuchang by the Viceroy of the Hu Zwang provinces and H.M's Consul
at Hankow on the 5th of September.
