I have the honour to ask your ap-

-proval to a change in the system hitherto obtaining in

this Colony of counting leave granted to officers to en-

-able them to attend the Annual Volunteer Camp of Instruc-

-tion as vacation leave under No. 133 of the Rules and

Regulations of His Majesty's Colonial Service.

2.

The effect of this system is to

discourage the attendance at the Camp of gentlemen who have

no full pay leave to their credit or who wish to save up

this leave either to enable them to take a summer vacation

in a cooler climate in the East or to combine with half

pay leave in England under No. 134 of the Regulations.

3.

As it is in the Colony's interest

that as many Volunteers as possible should attend the

Annual Camp, as Government servants are only allowed to do

so if arrangements can be made for carrying on their duties

in
