Imperial interest gives and will continue to give every
proper assistance and relief to the Imperial Departments.

For these reasons I trust you will
think fit to allow in future the fees levied from the
Admiralty Contractors in accordance with law to be credited
to General Revenue in the same way as fees levied from all
other persons.

I observe from the Admiralty
letter (Department of Works 6812/6613) of the 25th. July
that the Lords Commissioners do not accept the interpreta-
-tion of the Magistrate of the Hongkong Ordinance as it
affected the Admiralty Contractors. It is, however,
scarce-
-ly necessary for me to point out that this Government are
bound by any decision of a Court of Law in the Colony
unless and until such decision is reversed by a superior
Court.
