Felepam from the Viceroy today quoting (in bext of the Impuial deerce of the 154 of August and statuig that he has Pelegraphed ingently to the Chuke Foreign Office to inform me, and asking me in the meanting to ungs Hongkong to remit the money. This morning A Millier showed me the following telegram Scut Yesterday by the Wrongkong and Shanghai Bank at Hantrow to the Manage at Shanghai.
"The Viceroy will acepta loal for three millions or one and a million tacts at 6 per cent agaunt telegraph transfers by government
hall Bank order bearing the official Seal of the Viceroy. In the opinion of the British Consul the security is satisfactory. Do you agree? Peply is urgently wanted; we must remit tomorrow"..
I took this to be a loan to pay the first vistalment of itu redemption
to the Hankow concessionaires, and on my saying the opuation
was one which the Hongkong and Shanghai Bank could Conveniently undutakƐ Hillin Said he would telegraph inquit, to the affect to the Shanghai Manaqur.
Please inform the Vicuoy of this.
