I have the honour to inform you

that, having taken into consideration the two views ex-

-pressed in your Confidential Despatch of the 28th. July,

forwarding a copy of a letter from Mr. J. S. Harston rela-

-tive to the claim of Messrs. E. S. and Ellis Kelly for

compensation in connection with the Ho Lap-pun Land Case,

I have come to the conclusion that there is no sufficient

reason for granting any compensation to Messrs. Kelly,

-faction were actually incurred on the strength of the

other than for expenses which it may be proved to my satis-
