I came to the conclusion that the sum of $15,000 awarded
by Major-General Black had not sufficiently compensated the
claimants for the injury they had sustained and accordingly
on the 13th. ultimo, I sent you a telegram, an en clair
version of which is enclosed, requesting permission to make
certain further payment.

Upon receipt of your telegram of
the 15th. ultimo granting this permission, I published the
text of my award and recommended the Legislative Council to
vote a sum of $36,004.34, as shewn in Financial Minute No.
21 enclosed; this sum was paid to Mr. Stephens on the 31st.
ultimo.
6.
The costs referred to in para-
-graphs 14 and 15 of my award have not yet been taxed,
and these together with the costs incurred by the Crown
will necessitate the taking of a further supplementary
vote, the amount of which will be reported to you in due
course.
