saving will be brought about by the lowering of the minimum
salary in the case of new appointments to the lower grade
from £170 to £165.

A certain number of Officers in
both Departments are upon dollar salaries with Exchange
Compensation, some of whom are entitled to special privileg-
-es with regard to leave-pay and pension, while those on
the Sanitary Staff draw House Allowances in addition. I
have not included these men in the present scheme which
would not materially improve their position as it is un-
-certain how far they would be willing to avail themselves
of it, but should any apply to come into it such applica-
-tions would be considered on their merits.

In the event of these proposals
meeting with your approval, I ask leave to introduce the
new scale on the 1st. January, 1906.
