If it should become at some future

time difficult to get suitable men according to this scheme

I propose to add £15 at both ends of the scale that is to

make the salaries for the two Departments, as follows:-

Class I £240-£285 by £15 triennially, Class II £180-£225

They would then be in accordance with the principles of the

Grading Scheme explained in the 6th. paragraph of my Con-

-fidential Despatch of the 8th. March last.

I annex for convenience of refer-

-ence a table showing that scheme as now approved for sub-

-ordinate officers and its logical extension to junior

officers, whether domiciled locally in which few cases pay-

-ments are made in dollars (e.g. to the First Clerks in

the Harbour and Mercantile Marine Offices) or engaged in

England on Sterling Salaries.

The financial effect of the pro-

-posed arrangements with regard to the Public Works Over-

-Beers and Sanitary Inspectors will be an immediate in-

-crease of $1,286 in respect of the salaries in the Public

Works Department, with such further increase as will be

occasioned by future promotion. No present change will be

effected in the salaries of the Sanitary Staff, and a small

saving
