Referring to Mr. May's Despatch
No. 156 of the 15th. April, 1904, I have the honour to
transmit for your information six copies of the Returns of
the Subordinate Court for the year 1904.

These returns compare favourably
on the whole with those for 1903. There is a slight de-
-crease in the more serious crimes, while larceny and simi-
-lar offences show 1,391 cases as compared with 2,047 in
the preceding year. A satisfactory feature is the decrease
of offences under the Public Health and Buildings Ordi-
-nances from 1,081 in 1903 to 788 in 1904.

The only large increase is in
cases of unlawful possession of prepared Opium which rose
from 1,279 to 3,433 owing to increased vigilance on the
part of the Opium Farmers.
