With reference to your Despatch

No. 78 of the 28th. of April, I have the honour to transmit

copies of local correspondence which passed in the early

part of this year on the subject of the licensing of Pilots

under Ordinance No. 3 of 1904 and also a copy of a letter

of July 14th., 1905, from the Hongkong Chamber of Commerce

to whom a copy of the correspondence enclosed in your Des-

-patch under reference was sent for their consideration.

I have no knowledge of the allega-

-tion, referred to by the Merchant Service Guild, of the

incompetency of Hongkong Licensed Pilots nor of any facts

that will justify the statement that ships are placed in

jeopardy by reason of such incompetence.
