With reference to my Despatch
No. 128 of the 13th. of May, reporting the completion of
the Land Settlement in the Territories leased from China
by the Convention of the 9th. June, 1898, I have now the

honour to transmit for the signification of His Majesty's
pleasure an Ordinance to facilitate the transfer of land
in the New Territories and for settling disputes in respect
thereof and for other purposes, (No. 3 of 1905).

This Ordinance is in substitution
for the New Territories Titles Ordinance, 1902, which was
repealed by Ordinance No. 21 of 1903 for the reasons given
in Mr. May's Despatch No. 569 of the 14th. of December, -
