Viceroy. Thp/Us A telegram has been received by the HongKong-
Shanghai Bank from their Hongkong office stating that the provi-
nces of Hunan and Hupeh would like to negotiate for a loan of
£3,000,000 in connection with the Hankow-Canton railway. I hope
that no information has been allowed to leak out at your end.
