Dear Mr. Campbell:-
I have a long telegram in this morning from
Hongkong, parts of which unfortunately are mutilated,
but I understand that the Hupeh and Hunan Provinces
would like to negotiate for a loan of £3,000,000 in
I presume
connection with the Hankow-Canton Railway,
that their idea is to raise a loan to buy out the
Americans who now hold the concession, and to build
the railway on their own account with money borrowed
from foreign sources. Our Hongkong Office, who send
the telegram, have referred to Pekin for further in-
formation and state that they will wire me full par-
ticulars as soon as possible. Pekin, however, has
sent the following telegram to our Hongkong Office.
