Having reported on the 1st. January the in-
-convenience and suffering unjustly caused to certain italian sea-
-men on board S.S. "inkula", late "Pallanza" by the conditions of
their agreement, that they should be landed at the end of their
agreement with a month's pay or return passage at the option of
the Captain, instructions have been issued in consequence to all
the harbour Masters in the kingdom of Italy to prevent in future
such agreements. I considered it also my duty to point out the
thoughtful kindness and foresight displayed by the Honourable
Harbour Master, Captain Barnes-Lawrence, in looking after the interests of the aforesaid Italian seamen. I have now great plea-
-sure in communicating that the Minister of Marine desires me to
express his thanks to the Honourable Harbour Master for his
"efficacious action"in favour of the Italian seamen.
