with the Harbour Office by a new telegraph line which by
permission of the Military Authorities will be carried 05
upon the existing Military poles. This station is most
inaccessible, as there is no road in the vicinity and it
is the only one from which observation can be kept upon
the waters of Junk Bay, where irregularities frequently

occur.

The foregoing proposals are illus-
-trated by the annexed rough diagram. They are required in
the first instance for the better signalling of ships for
commercial purposes but in making them I have not lost
sight of Military requirements nor of the contemplated
arrangements with the Naval Authorities which I have else-
-where reported to you.
A Staff of Telegraphists will be
required for the Harbour Office and I recommend the appoint
-ment of a European Operator with two Assistants, who will
be on day and night duty alternately. The present tele-
-phone work is managed by one of the clerks in the Harbour
Office who consequently has little time to attend to his
regular duties.
