Referring to the concluding para-

-graph of my Confidential Despatch of the 24th. instant, I

have the honour to transmit for your information a copy of

a letter addressed by Dr. Bell to the Colonial Secretary

in reply to the letter of reprimand, a copy of which formed

the fourth enclosure of my above quoted Despatch.

Apart from his conduct in connec-

-tion with Dr. Laing's case of which I was unable to take

other than a serious view, Dr. Bell's service under this

Government has been in every way creditable to him.
