and I am of opinion that the Ordinance is one which is not contrary
the Governor's Instructions.
The object of this measure is to reduce the evi
the vagrancy of able-bodied men in this Colony.
It is considered that the conditions under whic
vagrants are at present lodged in the House of Detentio not such as to discourage their resorting to Hongkong t
other places, and a some hat more rigorous treatment is pr
-posed.
It has also been found that section 22 of the
