(penal) labour. It is hoped that by these means confine-
-ment in the House of Detention will become really irksome
(which at present it is not) and will impel vagrants to
exert themselves to obtain re-employment.

Section 22 has for the reasons
contained in the Attorney-General's report been amended as
far as the special conditions of this Colony will allow on
the lines suggested in the penultimate paragraph of the
Memorandum from the Chamber of Shipping, a copy of which
was enclosed in Mr. Chamberlain's Despatch No. 136 of the
26th. of May, 1898.
The limit of 2 months to the
liability of the Master was introduced at the instance of
one of the Unofficial Members of Council who represents
one of the largest Shipping interests in the Colony.

The Bill passed the Council unani-
-mously and met with no opposition from outside the Council,
the necessity of strengthening the hands of the Government
in dealing with destitute vagrants being apparently recog-
-nised by all classes of the Community.
