I regret to have to transmit for
your information a copy of certain charges brought against
Dr. E. A. R. Laing, Assistant Surgeon in the Government
Civil Hospital, by Dr. J. Bell, Superintendent of Hospitals
and of Dr. Laing's reply thereto.

As this reply failed to exculpate
Dr. Laing to my satisfaction from the 1st. and 3rd. of the
charges, I caused him to be apprised that on the 19th.
instant the question of his suspension would be brought
before the Executive Council and that he would be required
to defend himself orally.
3.
In view of the gravity of the
case and the nature of the evidence both against and in
favour of the Officer, I decided that the witnesses on
both sides should be heard by the Council in his presence.
