The number of cases tried in the

Marine Magistrate's Court increased from 17 with 25 defen-

-dants in 1903 to 56 with 170 defendants in 1904, owing to

the transfer of the Water Police to the Harbour Depart-

-ment and the more direct and effective control over the

waters of the Colony by the Harbour Master which the new

arrangement made possible.

Provision is being made in the

Estimates for 1906 for improving the telegraphic and tele-

-phonic communications with the Lighthouses, which, as

pointed out in paragraph 22 of the Report, were frequently

interrupted during 1904.

the Immigration and Emigration Statistics that the excess

of immigrants over emigrants is due to the fact that while

large numbers of coolies proceed from Treaty Ports in

China direct to their destination, they almost all return

to China via Hongkong. The information concerning the

numbers of immigrants has been obtained as usual from the

Masters and Agents of the various Steamers, and the figures

should be regarded as approximate only.
