Despatch and its enclosures should have made clear to the
Crown Agents that a gentleman with technical qualifications
was required and I should be obliged if they would furnish
an explanation of the selection of Mr.

Bird.
This gentleman acknowledges his
inability to do the work required of him and is of no use
to the Public Works Department. Though I do not hold him
entirely blameless in accepting an appointment for which
he might reasonably have doubted his own qualifications,
have thought it advisable to grant him in accordance with
the terms of his agreement a month's salary in lieu of 3
months' notice and a free passage to England.

and to send him out with the least possible delay, provid-
-ing him with a 2nd. class passage by Mail Steamer.
