Referring to Mr. May's Despatch
No. 152 dated the 11th. April and to your reply No. 172
dated the 3rd. June, 1904, on the subject of the emoluments
of the Crown Solicitor, I have the honour to submit a
further application from Mr. F. B. L. Bowley that his
salary should be increased to the equivalent of £1,000 a
year with other allowances as at present.

I have considered in connection
with this application the advisability of replacing the
present arrangement of employing a local Solicitor in
private practice by a Solicitor who would be entirely a
Government Official and though I have little doubt that
for less than the salary now asked by Mr. Bowley a compe-
-tent official could be obtained I believe there are grounds
for the statement in paragraph 13 of the application that
the Government work would require more than one Official
